feat: header variants

Purpose of PR

• Move border from Layout.Header to Header component (so we can easily control it based on variant)
• Add variant prop to Header
  • breadcrumb (default, current behaviour)
  • new title variant. This variant renders the title with DisplayText and without the bottom border. This variant does not take breadcrumbs or allow for a backbutton.
