Closes #XX

A few changes to make the datalib handling more consistent.

Moves pycontrails.core.datalib module to pycontrails.datalib._met_utils.metsource
Moves pycontrails.datalib.spire.spire module to pycontrails.datalib.spire.spire. This API largely remains unchanged.
