When a published form is deleted, responses are kept and when re-publishing it, version is set to 1 again, and responses are mixed

This causes errors extracting csv, responses are not well sorted

Step to reproduce:

Create a form ABC
Add some elements
Published it and Add two answers
Delete it
Change structure of the form ( also change name of fields)
Republish it, form is still in version 1
Answer it

Response are now mixed up in csv
