The notification settings in the general panel should apply to push/phone notifications as well #4531

It was done here by Lucas : https://github.com/coopcycle/coopcycle-web/pull/3776/

but as far as i understand it applies only to email notification so as an admin you still receives a push notification each time an order is created which can be overwhelming.

it is not a big work i think to have it for phone notifications as well
