Update Ask docker-compose to use new service from shelf #67

The service layer from Ask is being migrated from coralproject/pillar to coralproject/shelf. The new service will be built from /cmd/askd.

Update the docker-compose deployment flow to reflect these changes.

Jenkins job has been created to generate artifacts for coralproject/aksapp and upload it to docker hub.
