As of today, the chainspace is created by DID, and 'Approval' is done by Council. Going to council for every space's approval would be not a good experience for users, as the approval process would be based on 'manual' voting.

Example, once orgA gets approval to use 10million transactions on a space, orgA can decide how they would like to distribute the usage to multiple accounts.
