Closure of TAN hotline #33

The blog announcement for CWA 3.0 https://www.coronawarn.app/en/blog/2023-01-18-cwa-3-0/ also announces that the TAN hotline will shut down on Jan 31, 2023. This means that all open issues concerning the TAN hotline can be closed at the latest on this date.
