[high-roller-bot] [tic-tac-toe-bot] Upgrade Node API calls #18

This PR upgrades the calls from node.call to node.rpcRouter.dispatch to ensure message delivery.

Nevermind the Heroku failures. I've disabled deployments until someone on @counterfactual/core-team can take care of it. Since the deployment architecture was related to the deprecated Playground experience, it's not that much of a priority right now.
