Create power update file #227

Adding a separate file 'FTT-P-24x71_2022_S0_major_update.xlsx' with the new technologies. The existing data is carried over from the 'FTT-P-24x71_2022_S0.xlsx' to the update file and some other known data has also been added.

See latest commit. I have now brought in a major update of the new FTT:Power inputs with new MEWG and MWLO data to 2022, MWKA for 2023 capacities.

Adjustments to BCET for new technologies with proxy data to make them work in E3ME-FTT

This spreadsheet has been tested and implemented in latest update to E3ME-FTT release 10.1 http://ce-vm-svn02/svn/E3ME/tags/Release_10.1 to have a workable calibrated version for project needs ahead of finalising the cost data work
