L2 Reconciliation #354

This PR includes several updates to the L2 artifacts including:

Renaming to better capture the hook variation
Updating recommendation 10 logic to create html details table and account for unexpected results
Added Module Configuration library for site-specific configuration
Added CRMI dependency
Updated pilot bundles
QA
Archiving deprecated L2 artifacts

Still need to address

QA warnings - requires an update to the tooling $refresh operation
Xylazine inclusion
