Adds support for Laravel 11 and drops support for Laravel 9, as it is end-of-life. Therefore, the minimum PHP-version has been bumped to 8.1. Tests are now running on PHPunit 10 and the versions of the Github-actions are updated to the latest stable versions.

Laravel 11 will be released in the next few weeks.
How has this been tested?
All tests are running fine with the new versions, tests will run for PHP 8.3 as well.
