Set seed_nodes and initial_master_nodes explicit

On CI the upgrade testcase is flaky, failing because it cannot form a cluster within the timeout.

This is just a shot in the dark - the theory is that there are timing issues updating the eligible masters. Setting them explicitly should help mitigate it.
