Develop GUI using TkInter #34

Develop a GUI that allows input of target and observing parameters using text fields and/or sliders as appropriate. Text input or release of slider should trigger an update on the plot. Initial wireframe shown below

This is a nice to have, will do later in project once class is implemented.
