As a user, I want to comment on an idea as I'm looking at everything that's been submitted.
As a researcher, I want to see how people add comments on an idea page in comparison to completing microtasks.
Needs info:
[x] should submitting a comment have a different action # than activities?
Acceptance criteria:
[x] add comment form to idea detail page
[x] heading
[x] textarea
[x] submit button
[x] when a comment is added
[x] save it in the feedbacks table
[x] mark it with the corresponding idea_id and user_id
[x] assign it to the comment task, which is type 20
[x] create a new taskHist record with the userid, ideaid, taskid (same as above), action=1, and null for quesid, linkid, timeall, timetyping
[x] update submission summary table to reflect comments
[x] exclude comment interactions from all action rates (submitting, skipping, exciting, bouncing, etc.)
[x] add "comments" column to the right of totals that exists on its own as the number of submitted comments
