SMS sign up (SMS verification) #18

As a user, I should be able to sign in via only a mobile number and SMS. This type of account will likely be tied into SMS updates automatically.

I should be done with this by tomorrow, however have a bunch of other work to do. The frontend for it is pushed already

As a user - I should be able to sign up my elderly relatives in another state to receive updates.
