Can't open http server through HTTP Backend approach #128

I pasted sample config of HTTP Backend on GitHub into configuration then enable http backend service, but I can't access http://localhost:9999/example/v1, I have checked the port is not occupied. it might be a BUG?

My config snippet pasted above, please help to check if something is wrong.
