sayto command #54

What steps will reproduce the problem?
1. try to use the sayto command
2. there's no such command
3. it would be nice if it existed :-)

What is the expected output? What do you see instead?
"sayto user hello" should end up as:
You say to user: "hello"

This is a mix between tell (it is directed to another user) and say (it is 
public and you both need to be in the same room).
