Improve documentation, especially around data formatting
Add additional enumerations to capture military spouses and dependents

@JDziurlaj I remember us talking about this a while ago. Should we merge v0.11.0 into master? While it does add the enumerations meant for a future version, because of the overlaps, it doesn't break anything.
