Will DPCTF "version" releases of its test suite/tools? How often? #15

As with WMAS there could be a yearly "release" of the spec and associated tool, and tests, or more frequently at least initially as these are all new items, and not as "mature" as maybe the WMAS W3C tests may be. WAVE should decide what cadence it should do this with, and how to name/identify these releases.

This would make them more easily incorporated into 3rd party conformance test programs, which could refer to a specific release; noting device QA and model year release cycles/updates tend to operate less dynamically than web/browser testing...

Note that this seemed to be happening with WMAS https://github.com/cta-wave/WMAS/releases but has apparently fallen a bit out of routine (last WMAS2018 release several years ago and the main branch now several commits ahead, including apparent changes relevant to HbbTV). WMAS 2018 is the version of WMAS relevant to current Nov 2023 devices as its the one referenced by HbbTV v2.0.3. But a certification program needs to point to a specific release version of the tool, not just the tests.
