create a router advertisement service #54

It would be nice to have an IPv6 router advertisement service, that configured 
and ran radvd on a router so clients could connect. Also should turn on the 
appropriate sysctl for the client and configure no addresses (but flag up) on 
the client interface.

I'm working on a set of "services" to deal with IPv6 including

radvd
dibbler-client
dibbler-server
dibbler-relay
