Define process for deleting records #64

We need to be able to delete:

[ ] instance records
[ ] holdings records
[ ] item records
[ ] order records
[ ] circulation records
[ ] authority records

We need to consider the impact on:

[ ] discovery
[ ] acquisitions
[ ] circulation
[ ] ILL
[ ] WorldShare deletes

Current process:

Bib records are suppressed and marked for deletion with a 948 MARC field. Then a member of MODS deletes the marked records. Item and holdings records can be deleted by a range of people as needed.

Should check what is possible in Juniper and Kiwi

ILL works with the following: instance records -create brief records for ILL borrowed items item records -create brief records for ILL borrowed items order records - creates for Acquisitions when we buy something we can't borrow circulation records - all basic functions needed
