[Bug]: Keep adding devices even when auto discovery dsiabled #1378

What happened?

Have disabled Discover devices and sensors automatically option, it keeps adding devices after deleting them. And the logs shows something like ERROR (Thread-2) [custom_components.ble_monitor.ble_parser.xiaomi] No encryption key found for device with MAC XXXXXX
