Config split #110

Split config into local and roaming, for graphic and audio settings and game settings respectively

On windows these should go in programdata and user/appdata

this will need new functions for all OS targets, as well as a way to identify which config options and console commands fall into which category.

We don't actually save or load config data at this point this this can be considered on hold.
