Updated developer instructions in the README that explain how to set up the local emulator
For that latter point, I've also added a dataset for the emulators to use in emulators-test-data and pinned a post with my own config.js to #developing in Slack. With that, budding developers should be able to take that config.js and do npm run start-emulators and have a working back-end.
