Updated: ListBuckets function to filter by region #48

AWS does not filter the list of Buckets by region so we have to do it manually

Closes #40

Coverage decreased (-7.7%) to 66.124% when pulling 7d31105bb57212f56cdfe2131e0e0325e77d5145 on fg-40 into 0644fb2c94d84c41641e77947f5246b4bc237c4f on master.
