Refactor celery task return and except

Scope:

• [ ] Do small research about best practices regarding celery task return, especially on FAILURE
• [ ] In the Flower dashboard we should see red failure status on failure of the task - currently dict is returned and status regardless of our dict is a success
• [ ] Try to avoid except Exception - be more precise
