Make RMS use a resizing vector rather than a template #117

As a dev, I want to have different sizes on different RMS modules stored in the same vector so that I can vary the RMS buffer size based on the frequency.

Change the RMS module to use a vector so that multiple with different sizes can be stored in the same vector/array
