Consider bumping to C++17/20 #51

As a daft engineer, I want to be able to take advantage of modern C++ features to write better programs.

Success criteria:

determine if a newer version of C++ would allow us to write better code
ensure support for newer version is sufficient and doesn't break support with libraries
update CMakeLists.txt with new version requirement if chosen

After talking to Bernd it seems like this is not worth pursuing unless we need features from a newer version. Needlessly chasing the newest version will reduce the number of people who can use our code.

Since no clear benefit of choosing a newer version has been identified this issue will be closed.
