Make batch edit permissions-based #1594

Ideally we would want the batch edit function to be permissions-based, just like the file import. Only people with the right permission should be able to see the icon:

Initial analysis:

[ ] Add permissions to user api (/api/userprofile/my_profile)
[ ] Check permissions list for specific record functions, and display only if user permission set includes the function's required permission.
