Use environment variable SPANNER_EMULATOR_HOST when available
Modified diff_test test cases, but I am not sure that is really intended behavior, so feel free to update this PR if there is anything wrong.
Updated spanner driver because there is some NullPointer access errors in my environment.
Renamed GOFLAGS in Makefile, because recent Go seems to read GOFLAGS environment variable for different purpose.

I apologize for the delay in replying.

This PR fix is a broken test. Since the version up support was added in #10 , it was imported and used again.
