ToDo Block Scrolling #1867

Description: Todo block cannot be scrolled via touchscreen when automatic scrolling is disabled.

Ensure scrolling manually via touch is possible when automatic scrolling is disabled.

In the end this was found to be a layout configuration issue where a block region was covering up a portion of the scrollable region. It was not initially noticed due to there being no viewable content within the region overlaying on top of the Todo block.
