Enable toggle for show past events in agenda calendar #1932

Describe the bug Pursuant of the completion of #1899, the Agenda calendar events no longer are displaying for the duration of the day as previously had.

Please make the Past Events Toggle operational, which will allow the agenda event calendar type to display all events for the day as it did previously, or hide all past events.

"Future Only Events" toggle has been properly re-enabled for Agenda calendar blocks.

Merged in @ d5ae12b and added to the queue for upcoming release to the live site.
