Add hover over on each individual decision alternative in list that Emma revises for Start Here page; Add links to: FERC information, an instructional video explaining MCDA.

Unassigned @sythel because I figured out how to add click links. Don't need hover functionality on the Start Here page. MCDA video is something I still need to make.

MCDA video on hold until potentially after the workshop on October 3rd. I don't think that I will have time to make this before then.
