avoid saving generated by neurodocker files if only comments changed

rerunning generation of dockerfiles triggers updates to all of them. Even if we do not set docker hub to monitor for changes, it unnecessarily adds to the diffs. We should not save an updated version if file already exists and changes are only to the lines which start with #
