Huawei E3131 Dongle ussd response is empty #173

What steps will reproduce the problem?
1. send command to asterisk CLI:
dongle ussd dongle0 "*143*89159999999#"

What is the expected output? What do you see instead?

Look like duplicate.

Its not USSD response is 'USSD Terminated by network'
For avoid error messages about empty BASE64 just check before length of 
${USSD_BASE64} 
If all USSD have this response - may be your ussd encoding is wrong.
