Extract hardcoded strings from notaries.js

Most of the extraction work was done in https://github.com/danwent/Perspectives/issues/46 but there are still a few hardcoded strings left in notaries.js. The steps are:

• Find repro steps to trigger each of these strings
• Extract the string to notaries.properties (create a new one in each loc file)
• Test that the replacements work
