srcLNClass is not checked correctly for ExtRefs in the Publisher View #50

We don't correctly check srcLNClass. See https://github.com/OpenEnergyTools/scl-lib/issues/85 and https://github.com/openscd/open-scd/issues/1430

I'm not going to add a regression test for this because I'm expecting to migrated to use the isSubscribed function in scl-lib before too long.
