Update config file #31

Some values need to be updated since the version rc5 that values are :

payment-early: 10000000
# threshold in BZZ where you expect to get paid from your peers (default 100000000)
payment-threshold: 100000000
# excess debt above payment threshold in BZZ where you disconnect from your peer (default 100000000)
payment-tolerance: 100000000

and:

network-id: 10
