[Suggestion] old versions of abilities (pre 7.20 and 7.21) #1545

Abilities from older versions (especially pre 7.20 and 7.21). I mainly just wanted the toggle io overcharge but I figured it would be silly to create a thing just to have one ability.

Afaik we ported all the abilities that remained. Please name them and we can look ati t.
