Describe the bug
Currently junctions at the end of the road are not included in any segment, we want to add them to the last segment.
Example of such junction that's not included:
road: 9779
Segment id: 97790010
ובעברית: צומת שדה נחמיה - צומת שמורת נחל רחום
Current junctions that are included:
צומת שדה נחמיה (מס׳ 2779), כניסה לעמיר (מס׳ 2781) וכניסה לשדה נחמיה (מס׳ 3706)
The last junction at the end of the road that's not included: בצומת שמורת נחל רחום
Expected behavior
Each junction at the end of the road belongs to the last segment (the "To" junction in the last segment)
