upgrade pipestat and bbconf with the least release of sqlalchemy

I believe this should no longer be necessary, or is basically solved by the upgrade to pipestat 0.4, which now uses sqlmodel.

[ ] confirm the bedhost fastAPI application works with new bbconf (updated to use pipestat v0.4.0)

This issue is solved. Bbconf is now using the latest pipestat
