Describe the bug

Alert's 'shared' property cannot be edited.

To Reproduce

  1. Create an alert that is not shared
  2. Edit the alert
  3. Can't change the 'shared' property

Expected behavior

It should be possible to change the alert from not shared to shared.

Nobody can un-share an alert.

The 'protected' option must only be editable by users with the 'Project' permission.
