Hmm this one is tricky.

The official ITU assigned international prefix for Vatican is +379 but according to the Vatican it is not being used: http://www.vaticanstate.va/content/vaticanstate/en/servizi/servizio-telefoni/attivita.html

Instead Vatican uses the Italian country code of +39 and Rome's area code of 06

ITU's standards list both 379 and 39 so I think both should be included. However the standard does not include the Rome area code or extended numbering plan specific to Vatican

Not relevant, because in wikipedia it says 379 code is not in use @anuveyatsu

I'm closing this PR for now since it is very old and still unclear if we should change the phone code for Vatican or not. It also has merge conflicts now. So if somebody knows exactly how the phone code should look like, please open a new PR.
