ping @patcon about label thoughts? I think we keep minimal for now, and I can do this work Sunday ~/Monday~ but please chime in!

Okay, labels in all the repos based on above ^^ :) they aren't perfect, but maybe we can have a label/repo setup breakout as part of the sprint to make 'em better
