Ipfs add collection #7

This adds a stand-in task ipfs.addcollection. For now it really only works for archiving non-html resources, but is a great proof of concept. I anticipate we'll rapidly iterate on this once merged.

merging for now to get communities out the door. We can get into great detail about this task in a new PR.
