New Theme needs >= Hugo 0.55 #87

The CircleCI build failed because we're using an image for Hugo 0.46, and the new theme just merged (#86) requires Hugo 0.55

Updating my local version of Hugo to latest (0.60) and testing. And will update our image if it works ok.

After updating to Hugo 0.60 and running the new theme, ran into another problem. For some reason 0.60 doesn't allow raw html in the markdown files anymore and they're not rendered. This happens in the about, media, and join pages for various different things like the google calender and links to videos.

A solution is to create a custom shortcode that we can wrap raw html in and have it rendered.
