Customizable tooltip #37

The idea is to display a tooltip (containing a specific text entered by the GM) when a player puts the mouse over a ressource in the status bar. This (optionnal) text can be configured thru the ressource editor dialog.

@sladecraven Sorry this took a while to reply to. I know I've seen built in tooltips in Foundry at some point or another. If that's the case, I'll use those to add this functionality in in a later update.
