This merge request is to add a feature to add new programs to the database using the endpoints. As this version is not released, and there are no implemented authentication method, it is left unsecured. However, this will change once the project moves onto the next milestone.

To use this feature, a user needs to type in the name of the program, code of the program, relevant university, prerequisites, tuition fee, and description
