Task: Create an endpoint to return phone numbers of people within a fire station’s jurisdiction.
Details:

[ ] Accepts firestation as a query parameter.
[ ] Returns a list of phone numbers for emergency notifications.

Suggested Steps:

Retrieve residents by fire station.
Extract phone numbers and remove duplicates if necessary.
