Adding an External User doesn't cause the user to be added #494

Visit https://scienceprojects.dbca.wa.gov.au/users/add, fill in all the form fields and click "Add User". The page redraws, but the user is not added.

Could not reproduce. External user creation working as intended - once the page redraws, searching the new user shows them.

@idabblewith This was reported by Rory, we'll need to confirm the fix with him.
